DEMONSTRATIONS
Demonstrating in Portugal is a constitutional right. You don’t need permission: you only need to give notice.
01 · CONSTITUTION
Article 45
Everyone has the right to assemble peacefully and without arms, even in public places, without needing any authorisation. All citizens have the right to demonstrate.
Constitution of the Portuguese Republic
02 · THE LAW
Notice, not permission
Decree-Law 406/74 asks for written notice to the mayor at least 2 working days in advance. The city council does not authorise: it can only stop protests whose aims are against the law.
Decree-Law no. 406/74, of 29 August
03 · ORGANISE
Step by step
Gather 3 organisers, with name, occupation and address.
Set the day, time, place or route, and the purpose.
Deliver the notice to the city council 2 working days before and keep the receipt.
Spread the word and put the protest on the radar.
